Mr. Adragna joined the firm in February 2014 as a partner from Miller, Balis & O’Neil, P.C., where he began practicing in 1987.
Throughout his legal career, Mr. Adragna has represented the interests of the consumers of electricity, particularly municipally and cooperatively owned electric utilities, in the full range of electric utility business transactions, including power supply and contract negotiations, resource acquisition and renewable resource development, demand-side management, transmission access, and regional market participation, particularly in the PJM Interconnection, LLC, and Midcontinent Independent System Operator, Inc., large competitive wholesale electricity markets in the eastern and central United States.
Mr. Adragna also represents clients before the Federal Energy Regulatory Commission (FERC) and other federal agencies, state regulatory agencies, and federal and state courts involving appellate review of agency decisions, utility bankruptcies and contract disputes. He has also represented the District of Columbia Office of the People’s Counsel and other state consumer advocates and agencies in a variety of regulatory proceedings involving wholesale and retail electricity matters.
