Clients come to Jane Kimball Warren to provide them with sophisticated, but practical, guidance on complex environmental and land use matters. When these matters impact clients’ operations or business dealings, Jane works quickly to navigate the often-varied interests of lenders, developers, manufacturers, corporations or regulators and involves colleagues experienced in real estate, litigation, and other areas, as needed, so she can provide clients with comprehensive and cost-effective solutions.

Arrival at these solutions is the result of Jane’s work over several decades of cultivating strong working relationships with officials at every level of state and federal government. She has assisted in drafting new laws and policies, serving on several ad hoc committees and task forces formed by the Connecticut Department of Energy & Environmental Protection to propose comprehensive amendments to the Connecticut Transfer Act and revisions to Connecticut’s environmental laws.

She advances her clients’ interests in the following types of matters:

  • corporate lending and real estate transactions of every size and nature;
  • environmental liability allocations for buyers and sellers of contaminated property;
  • health and safety matters concerning compliance with and enforcement of OSHA regulations;
  • registrations under ISO 9000 or certifications under ISO 14000 for manufacturing clients;
  • spill reporting, emergency planning and community right to know issues;
  • permitting, due diligence, audit and cost recovery matters; and
  • regulatory matters concerning wetlands and coastal development and U.S. Army Corps issues.

Understanding that resolving an enforcement action is not a “one size fits all proposition,” Jane has successfully negotiated numerous types of settlements and resolutions. She has gotten cease and desist orders quickly lifted, negotiated substantial reductions in proposed penalties, and crafted creative settlements that address environmental compliance while also allowing clients to refocus their time and money on growing their business.

A frequent author and lecturer on environmental topics, Jane has developed a reputation as one of Connecticut's leading practitioners in the field. Jane is also a member of McCarter’s Women’s Initiative Steering Committee, which presides over the policies that have led to McCarter receiving Gold Standard Certification from the Women in Law Empowerment Forum for five consecutive years.
